I have a stamped patio that is flaking apart. I wanted to know what is the most economical method to fix.?

30x15 patio. What is the longest lasting repair? Tiling, pavers, overlay, Or rip out and replace.. The top 1/4 inch is flaking away in the middle area of tha patio.
