Sony Vegas Pro Overlay Help?

Hi I want to make a video using sony vegas pro. I know how to do an overlay (i think) but because I have to lower the light of the video to see the other videos the overlay is really faded so you can barely see the movement. The camera didn't move once so the background will always be the same but how can i get the moving part to be as clear as possible and look not faded? Thanks
